We are an NGO based in Taiwan, advocating for road safety and pedestrian rights in Taiwan. We are a 100% bottom-up movement that has raised awareness on pedestrian rights in Taiwanese society since 2023. Working on the basis of legislative reform and the 3Es of Transport we work to promote pedestrian safety and well-being.
Our Mission and Vision
Zero Vision Taiwan bases their actions on five main demands:
1. Improve Pedestrian Facilities
- Recover sidewalks to create a continuous and smooth physical sidewalk network in urban areas allowing people with mobility impairments to pass smoothly and continuously.
- Optimize pedestrian protection at intersections. A crosswalk is an extension of the sidewalk. Pedestrians have the right of way on the crosswalk. The intersection should always have pedestrian priority.
- Road slimming and speed reduction
- Popularizing mass transportation reduces dependence on private cars
- Increase the proportion of walking space in urban areas
2. Reform The Driving Training And Test System
- Reform the drivers licenses system – Training on compliant driving that puts safety as the highest priority, abides by traffic rules, and respects the priority of pedestrians on the road
- Ensure fairness of the examination process
- Improve the quality of learning
- Strengthen the violation recording and training system
3. Law Enforcement To Protect Pedestrian Roads
- Law enforcement is the last line of defense in traffic management. Traffic reform should be based on engineering and education, supplemented by law enforcement.
- Implement the “traffic assistant” system in various places to actively maintain smooth sidewalks
- Law enforcement agencies should prohibit driving that fails to yield to pedestrians on crosswalks (including unsignalled crosswalks)
- Put an end to the direction of law enforcement and traffic safety publicity that “examines the weak” and “blame the victims”
4. Rebuilding The Traffic Legal System
- Improve the legal status of traffic rules, penalty regulations, and road regulations, and integrate traffic rights and responsibilities
- The Legislative Yuan must give priority to the “Traffic Safety Basic Law”
- Formulate a “Road Design Code” that is mandatory and specifically protects pedestrian space.
5. Vision Zero Taiwan’s Vision Of Zero Death
- The Executive Yuan should coordinate various transportation-related departments and establish an interdepartmental Vision Zero Command Center, introducing the world’s current Vision Zero method to “halve pedestrian deaths and injuries by 2030 and halve pedestrian deaths and injuries by 2040.
- Vision Zero: The heads of the six cities should take the lead in formulating urban traffic policies based on the spirit and principles of Vision Zero, giving priority to pedestrian protection on roads, and steadily and continuously reducing the number of road fatalities and injuries.
- Encourage citizens not to use private cars on world car free day day, but to take public transportation, ride bicycles, or walk around the city.
- We propose options like Open Streets that reopen spaces to pedestrians and return the roads to the people!
